Adopting in the UK: Your Step-by-Step Guide

03 December 2025

Adoption is one of the most meaningful decisions you can make offering a child a loving, permanent home and creating a family built on care and commitment.

In the UK, the adoption process is carefully structured to ensure every child’s best interests are met. If you’re considering adoption, this guide will walk you through what it involves and how to get started.

What Is Adoption?

Adoption is a legal process that permanently transfers parental responsibility from a child’s birth parents to their adoptive parents. Once an Adoption Order is granted, the child becomes a full legal member of the adoptive family, with the same rights as a birth child.

Who Can Adopt?

You can apply to adopt a child in the UK if you:

  • Are over 21 years old
  • Are a UK resident, or domiciled in the UK, Channel Islands, or Isle of Man
  • Have been habitually resident in the UK for at least 12 months before applying for an Adoption Order

You can adopt whether you’re single, married, in a civil partnership, cohabiting, or part of the LGBTQ+ community. You don’t need to own your home or have a high income. What matters most is your ability to provide a stable, loving environment.

The Adoption Process: Step by Step

Adoption in the UK typically takes around six months from initial enquiry to approval. Here’s how it works:

1. Initial Enquiry

Start by contacting a registered adoption agency, either your local authority or a voluntary agency such as Barnardo’s or Adoption UK. They’ll explain the process and answer your questions.

2. Registration of Interest

If you decide to proceed, you’ll submit a formal application. The agency will carry out initial checks, including:

  • DBS (Disclosure and Barring Service) check
  • References from friends and family
  • Medical assessment by your GP
  • Home visit and interview

3. Stage One – Preparation and Training

This stage lasts about two months. You’ll attend training sessions, complete preparation tasks, and start building your personal portfolio. The agency will assess your lifestyle, background, and motivations.

4. Stage Two – Full Assessment

Over the next four months, a social worker will work with you to compile a Prospective Adopter’s Report (PAR), detailing your suitability to adopt.

5. Adoption Panel and Approval

Your report goes to an independent Adoption Panel, which makes a recommendation to the agency’s decision-maker. If approved, you’re officially an adopter.

6. Matching with a Child

The agency will help match you with a child whose needs fit your strengths. You’ll receive full background information before meeting the child, followed by a period of introductions.

7. Placement and Legal Adoption

After a successful match, the child moves in under a placement arrangement. After a few months, you can apply for an Adoption Order, giving you full legal parental responsibility.

Post-Adoption Support

Support continues after placement. Local authorities and agencies offer:

  • Counselling and therapeutic services
  • Support groups for adoptive families
  • Parenting and education advice
  • Financial assistance in some cases

Adoption is a journey that requires patience, openness, and commitment, but for many families, it’s one of the most rewarding experiences of their lives. If you’re ready to take the first step, contacting a local adoption agency is the best place to start.
